The Gnome Human Interface Guidelines (just like the equivalent guidelines for Windows and Mac OS X) require that menu items, toolbar button labels, and window titles use title capitalization. This means that all words should be capitalized (e.g. ""Create Session""), except articles and prepositions of three letters or shorter, which should not be (e.g. ""Find and Replace...""), except those at the end of a label, which should be (e.g. ""Save As...""). Most other controls (group boxes, checkboxes, etc) should use sentence capitalization.
