Use the NTFS permission scheme for files on a gobby server

Description
so,
1. Make a proper user system (Mumble has a very good example of a GOOD and SECURE user system, reccomended)
2. Use the same methods NTFS permissions do things (users and groups, full access, read, write, list folder contents, etc), just enforce by server and not by hard disk.
